Somehow I think the left green folks believe electricity is carbon free. Perhaps windmills, solar, and especially nuclear are, but they all have exogenous impacts.
Lets take a simple example. The auto. On the one hand we have the gasoline engine which gets 30-50 mpg. Depending on the engine the emission of CO2 is small but not to the green hats. Now the electric car, it uses electricity from a power plant. The power plant uses gas, or even coal. Not enough windmills yet. So the effective CO2 emission is actually higher per mile.
I have yet to see any analysis as to this effect. The Secretary of Energy, btw she also manages our nuclear weapons, perhaps she should be told that, appears not to have a clue!
