It is interesting to see some of the documentaries on the future of New York with rising oceans. Is that really what is happening or is it sinking. One must remember that more than 50% of lower Manhattan is built on fill, fill breaks down and the land lowers. Thus what really is happening. Furthermore if the ocean is getting higher there was that place called Holland which had the same problem, the built walls to keep the sea out. Still there folks.
Now about the flooded homes on State Island. Remember that the City built a road raised above the normal high tide level but then placed in the homes in a deep bowl. The result is that when the water came in it could not go out and just filled the bowl, and the consequences. All the facts would help!
