Lots of Test Systems but Where are the Tests?

Go to the FDA web site and see the dozens of test systems and vendors and approvals. The FDA has been doing a Herculean job. But getting from a test, a vendor to the logistics of a State doing anything is impossible. Think Motor Vehicle Offices! That is the problem, State employees and politicians, not the Feds or private industry. One should be careful of laying blame, follow the incompetence, not the money.
