Quarantine or Imprisonment?

In a recent NY Times piece if one reads it correctly states that the Government must mandate a quarantine in a Government facility for anyone testing positive for the virus. Specifically the authors state:

In a smart quarantine, anyone in a family who is not well — and if you’re sheltering in place, whomever you are with is considered “family” — must get tested and be separated from the family until results return. While awaiting results, the separated family member can move into temporary accommodations overseen by medical professionals and be tested.

I had an office in Warsaw for a while and traveled about Poland. There were "quarantine centers" constructed in the 1930s and 1940s. There were medical professionals. They even had bands playing when one arrived.
